Hard deals are built to punish careless pairing. Each one still has a winning order, but many of its faces are set up as traps: a tile sits on top of or beside a copy of its own face, while another copy lies free nearby.
Pair the two free copies and it looks fine. But the remaining two may now be stuck, with one holding the other down, and the game is lost even if it takes another twenty moves to find out.

A lot. On the Pyramid layout, a bot pairing tiles at random wins about 40% of Medium games and about 4% of Hard ones. A thinking player will do much better, but the gap is real.
Always. Every deal is built from a winning order first, and our test suite replays those wins through the real rules.
